Hey CMYK|Brad, if you mean an outer glow (similar to what I used for this) go to the 'Effect' option in your Illustrator toolbar, then select 'Stylize' followed by 'Outer Glow'. A window will pop up letting you customise the settings and preview the glow. You can add multiple instances of the same effect for varying results. Good luck.
It would depend on how it was printed. It could literally glow if printed with glow in the dark ink, it could be UV reactive if UV ink was used or it could just be there all the time if the 'glow' was converted into a fine halftone.
